How we got here.

The original objections, the decision that followed, and the public record of drainage concerns and remedial work, followed by a clearly labelled resident meeting update. Each entry links to its source and keeps reported concerns separate from verified findings.

Town Farm is the original planning name for the French Furze development. Its 60-home permission was granted in 2014. That permission, later estate variations and the remedial drainage process are separate from any new proposal for neighbouring land.

    Drainage and infrastructure concerns raised before permission

    The committee report records the parish council's objection to the original 60-home Town Farm proposal in its then-current form. Its concerns included housing mix, infrastructure, road and pedestrian safety, delivery of community facilities, construction impacts, lighting and energy, water-table levels, natural springs and flooding. The report also records 62 objection letters, 12 comments and one supporting letter. Public objections included drainage and sewer capacity, landscape and village character, traffic, overlooking and disturbance. Officers ultimately recommended conditional approval after assessing these concerns.

    Context: These were objections to the original development, not an objection or decision concerning a new Acorn scheme. The letters are not a count of distinct objectors. The precise committee date is not established from this copy.

    Official technical response

    Devon requested changes to the original layout and drainage routes

    Devon County Council's revised consultation response raised detailed objections about the road layout and widths, construction information and drainage exceedance routes near homes. It sought further arrangements before support could be given. The response also requested that a road reach the northern boundary to allow a possible future connection.

    Context: This was an interim response; the original application was subsequently approved. A reserved connection does not grant permission for further homes or establish spare highway or drainage capacity.

    Formal council decision

    Original 60-home Town Farm scheme received conditional permission

    South Hams granted conditional approval for 06/0992/14/F: 60 homes with employment space, roads, open space, parking and school play facilities. Cavanna Homes (Devon) Ltd was the original applicant. Conditions included drainage details, future maintenance and management of surface-water drainage, and control of runoff during construction.

    Context: Permission and conditions establish the authorised scheme and requirements. They do not certify that the development was built or maintained in accordance with every requirement, or authorise a separate uphill housing scheme.

    Parish report — draft minutes

    Downhill runoff concerns entered the parish record

    The parish's December minutes recorded concerns about runoff affecting homes below French Furze and a planned visit by a district councillor. This shows that drainage concerns were being raised during the development's early history.

    Context: The available copy is labelled draft. It records reported problems, not an independent engineering assessment of their cause.

    Parish position — approved minutes

    Parish requested close scrutiny of drainage plans

    In its response to the proposed soakaway enlargement, the parish council said the estate drainage had not prevented flooding of downhill properties. It requested close scrutiny of the drainage plans associated with 0810/20/ARC and an emergency contact arrangement.

    Context: This is the parish council's recorded assessment and request. It is not an independent hydraulic finding attributing particular floods to the development.

    Refusal of soakaway amendment recorded

    The parish decision record lists 3494/20/NMM, the proposed non-material amendment to enlarge the soakaway, as refused. This was a specific amendment within the existing Town Farm permission history.

    Context: The date here is the parish record date. The formal refusal reasons have not been analysed for this timeline; refusal of this amendment does not establish that no acceptable drainage solution exists.

    Official flood investigation

    County investigation recorded four flooded properties in Blackawton

    Devon County Council's investigation of the 4–5 October storms records four internally flooded properties in Blackawton and identifies the source as surface water. Its action table says Devon Highways would monitor the incident to identify whether further action was needed.

    Context: The report does not establish that French Furze caused these floods or verify sewage backing up through toilets. Its property totals are based on incidents reported to the council and may not be exhaustive.

    Reported update — approved parish minutes

    Parish update described drainage work beneath the games area

    An update in the approved parish minutes said Vistry had begun resolving drainage beneath the multi-use games area, or MUGA. The same update recorded Vistry's continuing responsibility for the playground.

    Context: The update records work beginning; it does not certify its design, approval, completion or effectiveness.

    Attributed report — approved parish minutes

    Councillor described further approvals needed to complete the estate

    The approved parish minutes record a South Hams councillor explaining that completion of French Furze required an approved drainage scheme and a section 73 application addressing departures from the approved plans. Members of the public also raised unfinished works and communication concerns.

    Context: This is the councillor's recorded explanation, not a formal enforcement decision or a technical assessment of current drainage capacity.

    Published meeting notice

    Public update on drainage remedial works announced

    A parish website notice announced a 10 December public meeting in the Village Hall to update residents on the multi-use games area and drainage remedial works.

    Context: The notice establishes the announced purpose and date. It does not establish what was said, agreed, approved or completed at the meeting.

    Reported timetable — approved parish minutes

    Later target reported for the remedial planning submission

    The July approved parish minutes record a report from the 17 June residents' meeting: the section 73 submission target had moved from 18 May to 3 August 2026. This concerned the existing French Furze development's remedial process.

    Context: A reported target is not evidence that the application was subsequently submitted or approved. This record does not identify a separate Acorn housing application.

    October parish papers still being published

    When checked on 7 October, the supporting-documents page for the 12 October parish meeting said more documents would be posted on 9 October. Only financial documents were linked at that check; no Acorn presentation or housing layout was displayed there.

    Context: This is a dated snapshot of an incomplete set of meeting papers. Absence from that page does not establish that no proposal, application or pre-application discussion exists. Check later papers before relying on the position.

    Resident account — not independently verified

    Resident reports remedy awaiting approval; June 2027 described as best case

    A resident attending the Vistry–French Furze meeting reports that the remedial works still await section 73 planning approval. Vistry described June 2027 as the best-case timing for the drainage works. The resident also states that the remedy does not account for future development of the uphill field.

    Context: The report and a corresponding planning-register decision have not been examined here. June 2027 is not a firm commitment; whether it refers to starting or completing the works has not been clarified. Existing remediation is followed separately through the quarterly meetings.

What the next documents need to clarify

The boundary and status of any new proposal, its relationship to the existing drainage works, and the evidence for water, roads and neighbour impacts need to be clear before its effects can be assessed.
